September 5, 2023 – REQUEST FOR PROPOSALS
The City of Hattiesburg is issuing a Request for Proposals for a Master Plan from planners, architects, engineers and other related professionals for an area generally bound by the extent of Broadway Drive and West Pine Street starting at 6th Avenue and extending to the Highway 49 Intersection for both streets. The goal of this Master Plan is to further guide future development from both the public infrastructure and private investment perspectives. Considerations include but are not limited to existing conditions; feasibility of walkable, functional neighborhoods and mixed-use districts; redevelopment opportunities that support an economically viable and sustainable community; character and history; design guidelines; implementation language, and robust public participation. The intended outcome of the project is to adopt the Master Plan as a component/appendix of the City’s Comprehensive Plan.
Proposals are due no later than 10:00 a.m., Thursday, October 27th, 2023. Any proposals received after this deadline may be returned to the offeror unopened. TRIANNUAL GOAL FOR FISCAL YEAR 2024-2026
The City of Hattiesburg, in accordance with 49 CFR PART 26.45 (f) of the U.S. Department of Transportation (DOT), has proposed a goal of 1.2% for Disadvantaged Business Enterprise (DBE) participation for Fiscal Years 2024-2026.
The methodology used to calculate the goal consists of counting the number of DBE firms contained in the official, available DBE directory and dividing this number by the total number of available firms in relevant NAICS codes. This resulted in a base figure of .4%.
The City of Hattiesburg will accept comments on the goal document. The document is available for inspection and comments from the public for 30 days following the date of this notice from July 19, 2023 through August 18, 2023 during normal business hours at the Metropolitan Planning Organization (MPO) office located at 200 Forrest St. Hattiesburg, MS 39401.
The document is also available for review and comment on the internet at https://www.hattiesburgms.com/mpo/. The City of Hattiesburg is seeking Qualified Eligible Contractors for the purposes of housing rehabilitation, housing repair, housing reconstruction and related activities as needed for a period ending December 31, 2025 for the Department of Urban Development – Community Development Division.
Application packets are available in the Office of the Clerk at City Hall. Statements of Qualifications packets will be received until 10:00 A.M. Thursday, February 2, 2023.

August 3, 2022 – PUBLIC NOTICE + COMMENT PERIOD
The City of Hattiesburg, Mississippi and Forrest County, Mississippi anticipate receiving Edward Byrne Memorial Justice Assistance Grant Program funds from the U.S. Department of Justice (USDOJ) for Program Period October 1, 2021 – September 30, 2023. The total anticipated funding is $23,492.00. This grant program furthers the USDOJ’s mission by assisting state, local, and tribal law enforcement efforts to prevent or reduce crime and violence.
The City of Hattiesburg and Forrest County anticipate receiving an Edward Byrne Memorial Justice Assistance Grant of $23,492.00, which will be shared by the two entities. The City and Forrest County propose to budget their funds for the purchase of equipment to enhance their capabilities. The City of Hattiesburg will use 60% of the award ($14,095) and Forrest County will use 40% of the award ($9,397). The balance of purchases not covered by grant funds will come from the City’s and County’s general funds.
The City of Hattiesburg will accept comments on the grant application. The Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization (HPFL-MPO) will hold a 10-day public comment period beginning Thursday, February 17, 2022 for the public to review and provide comments regarding the State Safety Targets, the proposed amendment to the current FY 2021-2024 Transportation Improvement Plan (TIP) and Long-Range Transportation Plan. 2021 Consolidated Annual Performance Evaluation Report (CAPER)

ITEM: DEMOLITION DECEMBER 2021
Each individual property will be bid upon for the cost of demolition and the cost of cleaning the real property of garbage, rubbish, debris, and vegetative overgrowth and minor dirt work to leave each property in a condition that is reasonably level for the purpose of ongoing maintenance. Per property pricing shall be specified for each property; the contractor will be responsible for all required permitting, though the permitting cost shall be waived; the contractor shall be responsible for scheduling all utility disconnections; contractor shall be responsible for disposal of all structural debris at a landfill approved by the Mississippi Department of Environmental Quality (MDEQ). The City of Hattiesburg has sampled and tested for Asbestos Containing Material (ACM) in the subject properties and has contracted or will contract separately for abatement prior to any order to commence demolition. As each designated structure will be bid upon individually, the City reserves the right to withdraw any specific structure(s) up until the commencement of demolition services, without the inclusion of another structure to replace the said structures withdrawn by the City. The contractor shall have ninety (90) days from the date of the Order to Commence by the City to complete all work. As the demolition/cleaning of each specific property is complete and inspected by the Director of Urban Development or designee, the contractor may provide invoices for completed properties to receive payment.

NOTICE OF OPEN HOUSE AND PUBLIC COMMENT PERIOD FOR DRAFT HUB CITY TRANSIT MASTER PLAN
The City of Hattiesburg and Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization (HPFL-MPO) invite public review and comments on the draft Hub City Transit Master Plan. Comments will be received from Dec. 1, 2021 to Dec. 31, 2021, and an open house is scheduled for Thursday, Dec. 9, from 4:00 – 6:00 pm in the Community Room at the Hattiesburg Train Depot, 308 Newman Street, Hattiesburg, MS. All comments received during this period will be considered prior to plan adoption.
The Hub City Transit Master Plan will serve as a roadmap for improving public transit in the Hattiesburg Urbanized area over the next five to 10 years. This includes Hattiesburg, Petal and surrounding portions of Forrest and Lamar counties.
The public is encouraged to participate in the development of the plan by reviewing the draft recommendations and providing comments. They may do this by attending the open house and making verbal or written comments to the draft; reviewing the draft recommendations and commenting online; or reviewing a hard copy of the recommendations at the HPFL-MPO office and providing written comments in person or by mail.

HPFL-MPO Technical Committee meetings are scheduled for the 2nd Wednesday of each quarter, and HPFL-MPO Policy Committee meetings are scheduled for the 4th Wednesday of each quarter, with some exceptions. Public Participation
Public participation in the transportation planning process is encouraged. All meetings of the Policy and Technical committee meetings are open to the public. The Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization (HPFL-MPO) will hold a public comment period beginning Thursday, September 23, 2021 for the public to review and provide comments regarding the proposed amendment to the current FY 2021-2024 Transportation Improvement Plan (TIP). This process is being conducted in accordance with State and Federal guidelines and the HPFL-MPO Public Participation Plan procedures. The City of Hattiesburg, Mississippi and Forrest County, Mississippi anticipate receiving Edward Byrne Memorial Justice Assistance Grant Program funds from the U.S. Department of Justice (USDOJ) for Program Period October 1, 2020 – September 30, 2022. The total anticipated funding is $20,312.00. This grant program furthers the USDOJ’s mission by assisting state, local, and tribal law enforcement efforts to prevent or reduce crime and violence.
The City of Hattiesburg and Forrest County anticipate receiving an Edward Byrne Memorial Justice Assistance Grant of $20,312.00, which will be shared by the two entities. The City and Forrest County propose to budget their funds for the purchase of equipment to enhance their capabilities. The City of Hattiesburg will use 60% of the award ($12,187) and Forrest County will use 40% of the award ($8,125). The balance of purchases not covered by grant funds will come from the City’s and County’s general funds.

Each individual property will be bid upon for the cost of demolition and the cost of cleaning the real property of garbage, rubbish, debris, and vegetative overgrowth and minor dirt work to leave each property in a condition that is reasonably level for the purpose of ongoing maintenance. Per property pricing shall be specified for each property; the contractor will be responsible for all required permitting, though the permitting cost shall be waived; the contractor shall be responsible for scheduling all utility disconnections; contractor shall be responsible for disposal of all structural debris at a landfill approved by the Mississippi Department of Environmental Quality (MDEQ) due to the possibility of Asbestos Containing Material (ACM) being present. As each designated structure will be bid upon individually, the City reserves the right to withdraw any specific structure(s) up until the commencement of demolition services, without the inclusion of another structure to replace the said structures withdrawn by the City. The contractor shall have ninety (90) days from the date of the Order to Commence by the City to complete the all work. As the demolition/cleaning of each specific property is complete and inspected by the Director of Urban Development or his designee, the contractor may provide invoices for completed properties to receive payment.

COMMERCIAL OVERLAY CORRIDOR DISTRICTS
The City of Hattiesburg is issuing a Request for Proposals for Commercial Overlay Corridor Districts from planners, architects, engineers and other related professionals for two corridors: East Hardy Street (between Williams Street and the Leaf River and including the Gulfport Street connection for Hall Avenue) and Hall Avenue (between West Pine Street, Including the overpass of the Norfolk Southern line and the Canadian National line, and a new intersection with Gulfport Street). The goal of these Commercial Overlay Corridor Districts is to enhance quality of life of the surrounding neighborhoods and spur development. The plans should consider key issues including Special Hazard Flood Zones and Local Historic Districts. Considerations include, but are not limited to: existing conditions; feasibility of walkable, functional neighborhoods and mixed-use districts; redevelopment opportunities that support an economically viable and sustainable community; character and history; design guidelines; implementation language and public participation. The intended outcome of the project is to adopt Commercial Overlay Corridor Districts into the existing Land Development Code to guide and encourage economic development in these key corridors.

NOTICE OF PUBLIC COMMENT PERIOD FOR THE 2020 HAZARD MITIGATION GRANT
On April 23, 2019, a major disaster declaration was issued by President Trump following severe storms, tornadoes, straight-line winds, and flooding that occurred between February 22, 2019 and March 29, 2019. Hazard Mitigation Grant Program (HMGP) funds were made available to provide resources to assist states, tribal governments, territories and local communities in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP) as authorized by the National Flood Insurance Act of 1968, as amended. This funding is implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5207.
The City of Hattiesburg proposes to purchase and demolish (1) flood prone single-family residential dwelling in the City of Hattiesburg, Forrest County, Mississippi. Upon successful offer, acceptance and sale, the City of Hattiesburg will inspect, abate any hazardous conditions, and then demolish the structure within 90 days of purchase. The site will then be restored and deed restricted as open space consistent with 44 CFR Part 80 in perpetuity, in order to restore and/or conserve the natural floodplain functions. The City of Hattiesburg will take ownership and be responsible for post-project site maintenance and inspections. This project conforms to applicable state and local floodplain protection standards.

In response to U.S. Department of Transportation recent guidance related to virtual public involvement in the planning process for Metropolitan Planning Organizations, the Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization (HPFL-MPO) will be amending the current Public Participation Plan (PPP).
Due to recent COVID-19 pandemic protocols such as social distancing requirements, in-person meetings have been limited in participants. An amendment to our PPP addresses the implementation of a new and safe electronic venue for public participation in HPFL-MPO public hearings that does not require social contact.

Planners, engineers, and other related professionals familiar with transportation and transit planning practices are requested to submit a proposal to provide professional services for the development of a Transit Master Plan for the Hattiesburg Urbanized Area.
The goal of the Transit Master Plan is to create short-, mid- and long-range plans for Hub City Transit, which provide for an effective and efficient system, taking into consideration a variety of possible transit types, available resources, and a data-driven approach toward system improvement.
The intended outcome of this project is a planning document that considers the transportation demands and opportunities unique to the area, considers and applies transit options in addition to fixed route, and is immediately actionable.
The deadline for Bidders to submit written questions for information and/or clarification is 3:00 PM on Thursday, November 19, 2020. All written questions received by this deadline will be answered in a written addendum.

The Hattiesburg-Petal-Forrest-Lamar Metropolitan Planning Organization (HPFL-MPO) invites public review and comments on the HPFL Metropolitan Transportation Plan and MULTIPLAN 2045, the Statewide Long-Range Transportation Infrastructure Plan through the year 2045.
MULTIPLAN 2045 is a coordinated effort to develop MDOT’s statewide long-range transportation plan and the plans for the HPFL-MPO and other MPOs in the state. All plans are developed simultaneously for consistency. MULTIPLAN 2045 addresses our transportation needs over a 25-year horizon and is updated every five years. The public is encouraged to review MULTIPLAN 2045 and make official comments. All comments received during the comment period will be considered prior to plan adoption.

On April 23, 2019, a major disaster declaration was issued by President Trump following severe storms, tornadoes, straight-line winds, and flooding that occurred between February 22, 2019 and August 23, 2019. Hazard Mitigation Grant Program (HMGP) funds were made available to provide resources to assist states, tribal governments, territories and local communities in their efforts to reduce or eliminate the risk of repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program (NFIP) as authorized by the National Flood InsuranceAct of 1968, as amended. This funding is implemented under the authority of the Robert
- Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5207.
The City of Hattiesburg proposes to purchase and demolish (3) flood prone single-family residential dwellings in the City of Hattiesburg, Forrest County, Mississippi. Upon successful offer, acceptance and sale, the City of Hattiesburg will inspect, abate any hazardous conditions, and then demolish the structure within 90 days of purchase. The site willthen be restored and deed restricted as open space consistent with 44 CFR Part 80 in perpetuity, in order to restore and/or conserve the natural floodplain functions. The City of Hattiesburg will take ownership and be responsible forpost-project site maintenance and inspections. This project conforms to applicable state and local floodplain protection standards.
Project Alternatives:
Alternative #1 (no action alternative): Considering the history of these properties, the structures will continue to flood during each heavy rainfall event as long as the structures remain on the properties if no mitigation efforts are done.
Alternative #2: Structural elevation was considered. This alternative would be cost-prohibitive and an elevated structure would still have residual risk exposure.
Acquiring and demolishing the structure is the only permanent solution to mitigate the risk of flooding. The properties selected for this mitigation effort are detailed below:

The HPFL-MPO initiated a call for project applications on March 1, 2020 for proposed new projects or amendments to projects already on the 2019-2022 TIP. Mississippi’s Unified Long-Range Transportation Plan (MULTIPLAN) is comprehensive in nature. It guides statewide planning efforts by helping answer the questions “What do we want from our transportation system over the next 25 years, and how can we achieve it?”
The HPFL/MPO is responsible for transportation planning in the urbanized areas of Forrest and Lamar counties. The HPFL/MPO coordinates the transportation planning processes and programs that become a part of MULTIPLAN.

Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) entitlement funds.
The draft report will be available for review beginning March 8, 2019, between the hours of 8 a.m. and 5 p.m., Monday through Friday, until 5 p.m. on March 25, 2019, in City Hall at the Department of Urban Development’s Community Development Division.
